本书稿由上海中国航海博物馆提供，为《国家航海》系列的第十六辑，系“海关文献与近代中国研究学术研讨会”精选论文专辑，收录学术论文9篇、书评2篇、导言1篇等。本辑所选论文主题突出，针对性强，研究深入。有的论文论述了近代海关建立与清末民初中国对外贸易发展的关系，有的论文论述了海关学校在近代海关建立和发展中的作用，有的论文探讨了海关税务司有关人员的人生经历，论述这些人员在近代汉学产生和发展中的作用，还有论文分析了鸦片税的征收对近代经济的影响。

中国航海博物馆(China Maritime Museum)是我国首次经国务院批准设立的航海博物馆，是由国家交通运输部、中国人民解放军海军、国家文物局和上海市人民政府共同支持建设的中国唯一的航海博物馆。位于上海浦东临港新城。2006年1月20日在临港新城滴水湖举行中国航海博物馆工程开工奠基仪式，2010年7月5日全面建成开放。其负责主办的《国家航海》系列是该馆重点的图书出版项目，已出版十五辑。
