风暴潮是由热带气旋、温带天气系统、海上飑线等风暴过境所伴随的强风和气压骤变而引起的局部海面振荡或非周期性异常升高(降低)现象,是我国沿海地区常见的海洋灾害。中国历史文献中称为海溢、海啸、海侵、大海潮等。按照引起风暴潮的大气扰动的特征,我国风暴潮大体可分为台风风暴潮和温带风暴潮两大类。台风风暴潮多发生在夏秋季节,其特点是:来势猛、速度快、强度大、破坏力强。
浙江省为我国沿海风暴潮灾害最严重的区域之一,又以台风风暴潮为主。历史上曾多次出现过特大台风风暴潮灾害,对浙江省的社会经济产生重大影响。据统计,1949-2020年71年间发生较明显的台风风暴潮过程139次,年平均2次,因灾死亡累计11584人;1949-2020年共有46个台风登陆浙江,平均1.5年就有一个台风在浙江登陆,登陆浙江的台风往往会造成严重风暴潮灾害。这些台风风暴潮引起沿岸增水和高潮位,导致海水漫溢堤坝、淹没沿海陆地,对浙江沿海地区生命财产造成严重威胁,经济损失巨大。1949年以来,登陆我国的超强台风5612号、0608号、1909号,强台风9417号、9711号、0216号、0414号等都在浙江省引发了特大风暴潮灾害,屡次刷新沿海潮位站历史最高潮位和最大增水记录。根据风暴潮灾后现场调查,单次登陆型强台风引发的风暴潮往往会导致海水漫过堤坝、海水入侵,使堤坝受损甚至崩溃,从而引发海水入侵内陆数千米甚至数十千米,城市内涝,良田被淹,人员伤亡等灾害,极端情况下,经济损失可超过百亿。准确模拟和评估台风风暴潮,特别是了解正面登陆台风影响下整个浙江沿海地区的风暴潮增水和高潮位分布规律,并准确评估每次台风风暴潮灾害的风险,不断提高台风风暴潮预报精度和预报的稳定度,对各级政府和有关部门做好风暴潮灾害防御与应对工作,减少台风风暴潮灾害损失有非常重要的意义。
本书收集整理了1949-2020年影响浙江沿海的139个台风风暴潮过程的数据资料,为全面反映浙江台风风暴潮特征及其造成的影响,本书分3章开展相关内容的辨析。第1章为“台风风暴潮灾害概述”,阐述了台风风暴潮概念、浙江省的海洋环境、历史上特大风暴潮灾害及浙江省防御体系;第2章为“浙江台风风暴潮时空特征”,阐述了风暴潮灾害评价指标、典型台风的选取、台风风暴潮时间特征及空间特征;第3章为“浙江台风风暴潮过程”,阐述了139个台风的具体情况。
